Summary
  • Current permanent Title 5 and Veterans Canteen Service (employees on a permanent appointment totaling 90 days or more) employees of the Charlie Norwood VAMC will receive first consideration when filling vacancies.
  • Title 38 and Hybrid Title 38 employees appointed under an Excepted Appointment (appointed without time limit and must have at least one (1) year of continuous service) may apply for this vacancy in accordance with the VA and OPM Interchange Agreement, reference VA Handbook 5005, Part III, Appendix C.

Serves as the Medical Center liaison and advisor on contract related services focusing on critical clinical and healthcare services, product acquisition and support services required by project managers, program managers, upper management and stakeholders on all aspects of procurement for a wide variety of items to include specialized services. Renders expert contract pre-award and post award expertise to all Administrative and Clinical Service lines within the VA Healthcare System (HCS) and supported catchment area. These duties include work associated with contract planning, implementation, oversight and close outs and may include Contracting Officer's Representative (COR) responsibilities.

Responsibilities
  • Performs contract administration, prepare contractual documents, manage Advanced Procurement Planning (APP), analysis, planning, evaluate and implement quality improvement projects in support of the facility Logistics activities. Assess training needs of varied groups and develop, present evaluate the effectiveness of training plans, materials, classes, etc.
  • Provides assistance to the Chief Logistics Officer in planning and reviewing operations for various centralized and stand alone operational and reporting systems; advising employees and customers throughout the Medical Center. Must have knowledge of basic statistical principles and techniques in order to apply complex fact-finding, analytical, and problem solving methods and techniques to identify interrelated program problems, draw conclusions, and recommend appropriate action or solutions to improve program efficiency and effectiveness.
  • Implements and refines Automated Data Processing (ADP) support programs for daily operations such as automated procurement and obligation, materials management inventory, property management, special projects. Must have a working knowledge of the following: personal computer programs used to collect and analyze data, office automation systems and processes, computer applications, VA/VHA data systems of records to provide input and implement new software for analysis and support of interrelated program operations.
  • Compiles, organizes and analyzes computer-generated reports in such a manner that results may be used by management for detection of trends, internal audits, and evaluations for the facility. Performs cost and price analysis to compare proposals against previous historical data, actual expenditures to establish rates; plan and conduct negotiations and develop alternative methods of obtaining services.
  • Forecast and estimate program, requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc. for Logistics Service presentations and briefings.
  • Responsible for the preparation of contractual documents such as statements of works, item specifications, performance-based work statements, quality assurance surveillance plans, acquisition plans, Independent Government cost Estimates, and trend analysis for a wide variety of commodities/equipment/services in a healthcare environment. Provides contractual advice and assistance during both the pre-award and post phases to Contracting Officer's Technical Representatives throughout the Facility and the Community Based Outpatient Clinics.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/27/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: One (1) full year of specialized experience equivalent to the GS-09 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Acquisition Program Specialist position. Specialized experience includes: handling contract related services, product acquisition, and procurement of items in a healthcare environment; overseeing contracts including pre-award and post-award; preparing procurement packages with unique, emergent and complex requirements including development of requirement documents (e.g. performance work statements and objectives, cost benefit analysis, gap analysis, sole source justifications, past performance, market research, etc.); developing sole source justifications; developing and analyzing reports to make recommendations on acquisition and contracting issues; participating in negotiations with other officials throughout all phases of contract administration; and monitoring expenditures and reporting on deviations from contract terms. OR Education: Possess a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position.(Copy of transcripts required) OR, Combination:Possess an equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level.(Copy of transcripts required)

Physical Requirements:Work is primarily sedentary in nature. Requires occasional travel to conduct inspections of contract facilities or motor vehicles providing contracts for healthcare resources to ensure joint commission and safety requirements are met. Work is performed primarily in an office setting with adequate lighting, heating, and ventilation.
